To futher clarify:

Running CachyOS (arch linux distro) (up to date)
Wayland graphics platform (tried x11, no difference)
KDE Plasma desktop
CPU: 32 × 13th Gen Intel® Core™ i9-13900KS
Graphics: NVidia 4090
graphics drivers up to date, same results on closed and open-scource versions
Ram 125.6 GiB
Hard Drive Space 1.2 TiB free

Platform: Steam
Proton Compatability: Attempted with:, ProtonGE, Proton Experimental(bleeding edge), and proton-cachyos (native package based off proton hotfix)
Renderer: X11 and Vulcan, no difference

disabling Khans of Steppe DLC made no difference

If this happens when you hover over some character, it's probably the old bug where they have uppercase/lowercase files which confuses proper filesystems used in Linux (i.e. case-sensitive). It might be unrelated, but this bug usually comes up after a major patch.
See for instance: Random Crashes when I click on a character portrait

I really wish they'd enable case sensitivity in their NTFS drives (fsutil file SetCaseSensitiveInfo C:\wherever - it's per-folder, though).

He's not wrong.

Update: found fix
By installing the Arch package gamemode and setting launch options to include gamemoderun, all crashes have ceased save for complete unresponsive stalls

the solution allows the game to ask for a wider set of instructions to the cpu
aka: my cpu was being asked to do the impossible, this package made impossible possible

I've had the same problem with stellaris, this fixed that too
