Some Ancient Culture Legends not providing it's due divergent culture

Description​

At least'scota' and 'sons of david' are not. Now I can't play ancient egypt unless using a custom character. I wonder if it's on purpose?

Steps to reproduce​

After reaching the highest level of the legends I mentioned, there is no such reward like Rome Legend provides.
