I'm experiencing a major problem where some features don't show up while I'm playing.

For example, the 'exclusive trade rights,' 'private trade fleet,' and 'Monopoly on trade goods' privileges for Burghers do not appear, and so doesn't the option to implement 'state edicts' despite me having all the requisite DLCs and having the latest version of the game.

I don't know if this is a problem or I'm just doing something wrong, but any help would be appreciated.

Also, my missions (for Castille) are completely different from what see watching tutorials on youtube (relatively recent ones). So could someone tell me if they just have a DLC that I don't or is it something else?

If those DLCs show as enabled in the game's Load Save menu, then they are in effect in the game for sure.

According to this page:
all those burgher privileges require Emperor, which you do not have.

State Edicts requires Mandate of Heaven:
which you do not have.

So I'm not sure where you got the impression those features came with the expansions you have!

The extra Castille Missions requires Golden Century
which you do have. If your tree looks like the one on that page, you are okay there too.
