Capitalists can't upgrade factories - when they try, nothing happens, and you lose the event and factory.

Capitalists build Steamers inland, and you lose the event and factory.

Officers are in the rich strata and stealing all the money - they are as wealthy and aristocats and capitalists.

On the first two, have not seen either of those happen during beta. Will see if we can duplicate them

Officers are middle strata I believe, will check to see if they were changed.

I had capitalists try to build a steamer shipyard inland too, as did another person I talked to. It didn't appear there though. About upgrading factories I don't know, never saw that during my shortish test game of about 20 years.
 
Another bug: Social reforms don't lower Mil. I have Good Healthcare and just got Good Safety Regulations, and my mil is still +.01 for both instead of -.01 as it says on the tooltip for the regs themselves.

DId you fund them? Without funding no one notices that you have them.

Yeah, my bad.

Here's a nice little anomoly I found while poking through my save:

railroad = { max = 5 target = { <snip>

AI will only RR up to level 5 I think. No idea where that number came from, but it explains complaints people had of the AI only building to 5, or only being allowed to build to 5. Should be 6, yes?

edit: Province 597, Kentucky, gets no railroads. It is surrounded in a sea of level 3s. Bad, as that is the province my factories are based in.
