For an MP game with Songhai I do seek some advice. From a strategic perspective, first objective is to conquer/colonize all of Africa, each single tile. Second objective is to have the best and largest army and invade europe in endgame. This requires developed incountry provinces with military buildings. Third objective is to maintain a large end game Fleet of approx. 500 large Ships, which requires developed coastal provinces.
Western Africa is intended to be united by approx. 1550 to 1575 latest. Game Difficulty heavy.
Not in scope is south america and Indonesia, however conquest of part of india could be an option.
Please do not trigger a Diskussion whether it would be possible.

I rather sekk advise of the optimal idea groups for developing the continent.

My favourite Idea Groups:
Innovative for cheap advisors and good policies
Administrative for Coring and number of states
Expansion for settling africa plus policy with quantity for additional settlers
Quantity for policy with lower development cost with economy
Economy for lower inflation and development costs plus nice policies
Quality for policies or defensive
Offensive for policies
Naval or/and trade

Trade I intend to take fairly late, because it is anyway difficoult to prevent trade being pulled out of africa. I rather woul like to develop local tax and production, plus gold.

Alternatively an option could be to take exploration, but to replace it later in game. In this way avoiding fourth admin tech. But i do not need the colonial range and most of the other features. Purely because of low overall interest in diplomacy ideas.

Main problem is the order of the administrative groups in early game. Especially, because I need them all for fast expansion conquest and development.

I am not sure about early quantity and exploration. Policy economic/ quantity for Development Cost reduction might be more an end game topic. Additioonal enough income needs to be available to take advantage to maintain large army. Quality might be the alternative choice, because of policies with economy and administration.

Innovation, Economy and Administration is set.

Especially your recommidations regarding the right order are welcome, as well your thoughts about military ideas.

The right order is tricky you could do 3 first admin, if your rulers are just 6 in admin and 3 or so for the other sections, but that would be relying on RNG rolling.
I think maybe you have to decide if Innovative will be absolutely necessary for first group, since it may just be a quality of life group so to speak, while you need economics and admin much more than innovative for the things your

The military ideas you can take mostly any of the top tier, Offensive, Defensive, or Quantity,depending on what your MP opponents have picked and are doing. If you do go Innovative you can consider going Quality, the policy and Quality give some 30% siege ability making your siege timer super quick for the 1500s if you build spy network and use trade node policies you can get to 60% pretty easily.

To give you a rough order of what I'd do going off of your explanation. Innovative, Quality, Adminstrative, Influence/Expansion, Quanity, Economic, and afterwards you can pick trade, defensive offensive etc.
 
Thanks. for your advise. Your comments regarding innovative and picking innovation where helpful. For military I will take top tiers as proposed, with quality first in order. Policies are too good not to take it first.
I might take admin first and then quality. Admin will save monarch points as expanding early game. Reduced Advisor costs from innovation might help later too, even though I usually take it early game. However full potential of advisors are +5 Advisors and that requires a sound economic basis first; therfore could be third or fourth as well.
I might go for Admin, Quality, Innovation, Economic, Exploration orExpansion and then defensive, offensive, quantity.
After second idea group I will reconsider the order depending on other players and progress.
