When playing HoI on win98se I noticed that both the unit sounds and the button sounds only work the first time you click on them and then there is no sound. (In some cases, ie fleets, it works the first few times but once you click a different unit class and click back on the fleet the sound is gone). It is the same when issuing move orders.

For example, clicking on ground units (or issuing move orders) gives sound feedback the first time but then not again whether you click the same unit or a different unit of the same type.

OR: In the main menu clicking a menu option gives sound feedback on the first click of an option but then is silent when clicking futher options.

The problem is the same for me on versions 1.0, 1.3b and 1.4.

I was recently playing the game on the same machine with Windows 2000 Professional installed and I did not have this problem.

Any suggestions for a fix? (*aside* from going back to win2k)

My sound card is a Creative Sound Blaster Vibra 128. I have the latest drivers.

Sounds awfully similar to the sound problems I had with EU2, after installation of an SB Audigy II, and using the VxD drivers instead of the WDM ones.

After reinstalling the WDM drivers under Win98SE, the sound quirks went away.

Note that this problem is specific to Win9x platforms, as Win2K only allows WDM drivers in the first place.

Since only Paradox games exhibit these sound quirks in combination with certain (Creative) sound drivers, it must be a combination of not fully compliant sound generation by Paradox games and some irregularities in the sound drivers themselves. It also isn't the VxD driver model in itself, as the SB Live! with VxD drivers works normally.

I didn't investigate further after figuring out that the WDM drivers from Creative function normally, as the VxD's are abandonware anyway.
