So, I'm playing DD on Normal level as the USSR, Germany attacked me in July 1941 and I won the war (annexed all the Axis nations except Romania and Bulgaria) more or less two months ago (In in game time) and I'm still waiting for the "Redraw border event". Am I doing something wrong or do I have to wait more?
 
I'm having a completely similar issue on my Soviet game. Annexed all Axis states, but no "redrawing the borders" event... In my previous game, when Germany choose to surrender, the event fired, though.
Also I can't liberate Yugoslavia or Italy as Soviet Union.
 
I don't think the event fires if you annex Germany. Playing as the soviets, I had one game where I conquered Berlin, but didn't annex right away, and got the event. The other, I annexed immediately after taking Berlin, and didn't get it. Personally, I like the event not firing, but it's not very historical when it doesn't.
