Special buildings not in any planet building filter

Ministry of Culture is not in unity category or any other building filter. Only visible in the complete building list.

2. What version of the game are you using?
- 5.1

3. What DLC do you have installed?
- All DLC

4. When did this start happening?
- after purchasing building from enclave

5. Can you replicate it, if so, please explain how
- just buy it

6. Does this happen on all saves or just specific ones?
- all

7. What steps have you taken to try and solve this yourself (reinstall, Google error code etc)?

Same for the Dimensional Fabricator from reverse engineering 5 minor Artifacts (maybe other fallen empire buildings, too).

Commercial zones don’t show under the amenities filter either even though it produces just that

just noticed this is console bug reports, I’m on PC
