Certain mods allow the player to build elite units such as SS divisons and other things. So is there a tutorial out there for people who don't want to install a mod but, want this feature.

I'm interested in such a feature, too. It's not so hard to make it from scratch, but you first have to decide a few things.
- Should every major nation have this possibility?
- Shoud it be through decision or through fixed event? Considering AI and other things, it's not the same thing.
- What kind of units? Or just brigades?
- What about times and costs?
Anyway, there isn't a specific tutorial, but the event command list file in the modding documentation folder can help.

Something like custom Units in Hoi 3 without the need to use the old workaround by using unused models of the default unit types for creating new units
