Specialist in World Map not responding

I have fighter that I used to scout an area. That are is now scouted - i can see what's there - and the fighter is reporting that he's available - he's got the exclamation mark that his mission is done. Problem is no matter what I tell him do, he won't do it. When a specialist is done their mission and the exclamation mark appears, you normally have to confirm it, but I '[m not given that option and I think that's the problem. All i get is this:

Same problem here. 3 scouts out, finished task, now stuck...
