I found a red wraith but it's standing still at the same system for years. Curators told me it's weaker in red systems but it never moves. Does it not move into empire borders? How is it supposed to get into a red system?

All of them, including C6 portrait
4. When did this start happening?
Not sure, didn't move when I did discover it near allied borders years ago
