Description​

i invented Ledger innovation and have spread my culture to a new county which i conquered, but it didn't add more buliding slots.

(it looks like S+L can solve this bug)

Steps to reproduce​

invent Ledger, and then spread your culture to a county of a culture which didn't have that innovation. I don't know if making a Hybrid cultures will cause the same bug.
