I dont know it it´s to late for including it in the next (and i hope fast) release of CORE. I don´t know if it´s hard-coded and, so, unchangeable. But if there are something that dont works well in HOI2 it´s defensive stacking
If you are attacking you have a stacking limit. No more than 12 (24 with a near HQ) divisions can atack efectively from a province. Any more divisions atacking suffers a -75 penalty, a serious one. But if you are defending there are no limit at the number of divisions you can stack. As long as you have enought divisions and generals, you can stack an unlimited number of units in a province. In some cases it result ridiculous. 40 Divs in Gibraltar. Yes, the unis are stacked. With the boots of some soldiers steping the heads of some others. With the wheels of some tanks steping the turrets of some others. Nosense.
I think that a major improvement in the game must be some restriction in defensive stacking. But I sugest that the right way of making ot don´t will be penalizations in the efectivenes of defending units, but bonuses in the efectivenes of atacking ones.
If you make that atacking units with art brigades (or SPA) and aircrafts have bonus depending of how much stacked was the defender, the efect its discouraging the megastacking. Sure, you can still make a strongpoint. But any shell, any bomb, will hit somebody in a 40 div´s defended Gibraltar. PAy the price, chap, if you want to have a conquest-proof province.
I know that the Gibraltar case it´s the extreme case. MAy be 40 divs defending Smolensk will not be so weird. If can be made a provincial "Stacking limit", it would be cool and better. But I feel that, if you can not make diferencies between provinces, an "Overstaking bonus" for the art and enemy planes, plain and lineal, would be a substantial improving to the game.
How much would be this bonus?. I dont know, but I put my bet. May be a +5 for art and planes for each div in excess of 20 will be right. Or, at least, a starting point for the subject´s disdursion
