This is probably a bug.
Whenever I try to play a game in the Bleeding Years start date, male members of the Stark family never marry unless I console switch characters to finally make them do it or I get to at least king-tier title and propose a marriage myself.
I've noticed that, while I most commonly see it among them, emperor-tier characters generally refuse to marry anyone who is not King tier or higher, which often results in them dying out rather quickly.
Would it be possible to remove or reduce the penalty for marrying lower-tier characters for emperors to encourage them to marry dukes and counts or is it hardcoded?

AI marriage behaviour is hardcoded. Will keep on eye this however and see if we can script around the issue.

It's way less of an issue if the prestige value for marriages if dropped in defines, I shifted it down to 0.25 for example and they marry pretty often..... the only issue is that now there are lots of lowborn/no dynast marriages.

Have you tried 0.5? Maybe that would work?
 
would you mind telling me where to find the file to modify to change marriage prestige values? I'm running into this same issue in my bleeding years game with Tully's and Arryns, so I'd like to make that prestige change too.
 
It felt to close to what was causing the issues before so I'm taking it as a acceptable compromise for the moment.

Surely its more of an issue if the AI don't marry than if they make stupid marriages? I mean, its disappointing enough when majors houses die out but you know, that's ck2 (and ASOIF come to think of it ...) but when the reason for say the Targs dying out is that Aegons kids didn't feel like getting married, that's more a kick in the teeth than anything. Maybe others feel differently, but watching stupid marriages happning doesn't kill my immersion nearly as much as watching great houses die out for no reason other than because they decide they are above such lowly concepts as 'sex'.

You miss read that, I said I changed it to 25 because 50 felt to close to 66 which seemed to be causing the marriage issues, I made it 25 even though it causes some stupid marriages and felt that it was a fair trade off for no marriages happening at all.

It hasn't 100% solved the issues but it's an improvment.
