where is the file that effects what armies a country starts with? im playing magna terra and i want to change the army i start with to give me a chance when the world declares war on me
 
This file doesn't exist, starting army size is automatically calculated by the game. I'm not sure exactly what affects it but probably is to do with forcelimit/manpower/population etc.
 
Also some things have funny effects, in my yet unpublished Anno Domini mod which starts from year 300 AD so Romes are still big it gives Western Rome tens of 2-5 unit legions, instead Eastern Rome has only a couple of stacks but the all have over 20 units. And this a real headache at times.

I think it could have something to do with Regions so every region has at least one unit at the start because that kinda makes sense with my Western Rome having all of those small regions in france and germany, in the east there is only greece, asia, syria and aegyptus or something.
 
You can, however, use an event that triggers at the start of the game to spawn armies in specific locations. Or, you could be fancier and have a country_decision that is enacted by your country in the history files before the game start date, which might be able to do the same thing.
 
I have tinkered with the idea of giving every nation a modifier at the start of the game that sets Manpower and Forcelimits to 0, which then will be lifted as soon as the game starts with an event, giving you appropriate amounts of troops and manpower reserves. Could solve the problem and it isn't that much work to do either (as long as you stay with just a few dates to work from).
