This is not only the starting Rulers, but all AI Rulers, who are not married will never marry, unless of course the Player arranges a Marriage for them, this is probably caused by the Devs, who increased the Lowborn Penalty to -120, which is more than overkill, because before they increased this Penalty, they have married and produced an Heir, which is not a Bastard.
