Steamer Shipyard Capitalist Build Bug

Maybe already reported: In the Prussian GC, I keep getting messages that my capitalists are building a steamer shipyard in Sachsen (a landlocked state) and the factory never gets built. I have had the message twice now with the same result. I am in 1866 in my game...

I had the same problem playing as Persia. Twice popups came up announcing capitalists had begun building a steamer shipyard, but the factories never appeared. I went back through the history and saw both were in states with no coastline (Khorasan and Bagdad). I didn't notice if the cost was still deducted from the cash of the capitalist pops.
