[2.6.1.] [Vanilla] not refunded influence if someone else builds an outpost before you.

Please explain your issue is in as much detail as possible.
When you are building an outpost in a system, alongside someone else building an outpost there too, If they finish their outpost first ( thus they claim the system, instead of you), you are not refunded any influence..

This is a bug, and you should be refunded influence if they finish the outpost first? (or, at least, you should get a free claim on that solar system).

This is most likely to happen when you're trying to claim a system that is also one the AI (or another player) is after but you dont see their constructor already there/on the way, due to sensor coverage.

In the screenshot you can see the pink AI just built an outpost around the star Betria, which my constructor was also building at, and my influence is still 49, rather than 124 (49 + 75 used on that outpost), as there was no influence refund.

Steps to reproduce the issue.
Build an outpost around a star that has another nation also building an outpost there.
If they finish their outpost before you (i.e. they started before you) they will get ownership of the star
This will cancel your outpost construction and will not refund you any influence.

Same happened to me with the L-Cluster. I opened it, the Gray Tempest destroyed the Outpost. I startet to build a new Starbase (225 Influence) but the ship was destroyed while I built it. I have had 120 Influence left - too less to build a new one.
