Description - Only 2 in my federation, laws require unanimous vote to declare war however my ally has been able to declare war 2x now without a vote.

Please explain your issue is in as much detail as possible.
I created a research alliance with another empire (megacorp) empire. My ally is able to declare wars without a vote. It's been able to do this on more than 1 occasion. The attached has me in the midst of a 2nd war it initiated. The 1st time it declared war on an ally of a empire that had been granted associate status (which i would've declined if given a choice).
The 2nd time was just bad timing as I had just opened the L-gate. Another war I would've preferred not to engage in.
