Please explain your issue is in as much detail as possible.
As the player has proposed the Custodianship resolution for themselves, if the Become the Crisis AP is selected soon before the election is concluded, both event chains will fire.

Steps to reproduce the issue.
1. Nominate yourself for the Custodianship
2. When the electon is close to conclusion select the Become the Crisis AP
3. Both event chains fire
