PLEASE READ IMPORTANT NOTE BELOW STANDARD REPORT

I went to observer mode immediately via console commands. "observe" was the only console command used for beginning the test: no fast_forward or anything to do with ticks. I let the game run at fastest speed (minimized window). I inspected what the AI did with its empires via the "play" command to take them over and see warnings/planets/etc. I will post discovered problems individually. All default settings (as before, including difficulty, thus no AI bonuses) and a human empire.

this AI, 'play 8', had an abundance of every resource and maxed energy/minerals. yet its starbases sit mostly un-upgraded, and almost all of them with empty slots. why is it not using its alloys, or selling minerals / buying alloys from the market, in order to upgrade its starbases and place modules in them?

IMPORTANT NOTE: this particular problem of "starbases not being upgraded or filled out despite resources to do so" is present in most of the other saves/bugs I have posted in this series for 3.1.1, despite me not commenting them in each bug report. this is a very big issue to investigate.
