Please explain your issue is in as much detail as possible.
I went to observer mode immediately via console commands. "observe" was the only console command used for beginning the test: no fast_forward or anything to do with ticks. I let the game run at fastest speed (minimized window). I inspected what the AI did with its empires via the "play" command to take them over and see warnings/planets/etc. I will post discovered problems individually. All default settings (as before, including difficulty, thus no AI bonuses) and a human empire.

this Ai, 'play 6', has both housing and unemployment problems on a planet, but is not doing any district building (at all!) to remedy this. it's short on minerals, but has 14k food and 3.5k consumer goods. sell some other resources to get minerals to fix this planet? why is the AI regularly short on minerals but overabundant on food?

Steps to reproduce the issue.
QA via observe and looking for problematic AI planets/empires

Hi,

This appears to be the same issue that was presented in this thread. As I mentioned there, I've logged it internally.
Its different.
In previous topic unemployment was small (i never bother with unemployment lesser than 3 pops), but if there is more than 2 unemployed pops on planet or (and especially "AND") lack of housing, AI should do everything to prevent this, so selling food and buying minerals is resonable.
