Please explain your issue is in as much detail as possible.
For a very long time the issues with Reinforce Fleet has persisted. Clicking on that button very often leads to dozens or more of small 1-ship fleets to litter both the UI and galaxy map. The reason for this seem to be many.

First of all, not all ships "teleport" to the fleet they're reinforcing by going something like MIA. Some travel by the galaxy map without appearing among the listed Military Fleets. But if the fleet being reinforced enters a battle or the route becomes blocked by for example pirates, fleets will often stop dead in their tracks despite travel method. Not *always*, but more often than not.

But in my recent game I've had a problem where almost *every time* I press the "Reinforce Fleet"-button (Not on the Fleet Manager but the one for each individual fleet) the shipyards will produce way more ships than it needs. There is nothing blocking the route and the fleets that are reinforcing are sitting still by a starbase, but it keeps happening. Some go MIA immediately, some go into orbit around a nearby planet and some just sit there.

It's hard to know exactly what the issue is, but it *seems* to be that the shipyards produce more than what is needed. And there's another problem to this. *Something* is causing the Fleet Manager to increase the number of ships in a fleet to above what the command limit is. So say I have a command limit of 190. Something then causes the Fleet Manager to say that instead of my fleet having 30 corvettes, it should have 78. This is way over command limit but despite this clicking "Reinforce Fleet" nonetheless starts the construction of these ships. And once they're ready, they have no where to go and end up just sitting there.

Steps to reproduce the issue.
The save I have attached doesn't have any exact steps to reproduce this issue, but it's a save where many of these problems have already happened or are happening.

Two of my fleets for example (either 5th Strategos or 6th Strategos) have in the fleet manager more ships listed than there are command limit. Why this is I can't exactly know, but clicking Reinforce Fleet for them should start the production of more ships than can fit in the fleet.

Clicking Reinforce Fleet on *any* of the Strategos-fleets will probably result in more ships than needed. If the problem isn't reproduced, try putting the fleets in Terminal Egress and then click Reinforce Fleet for them. Hope this can be helpful to find the issue.

I don't know what's causing it either, but I can confirm there's something odd with the reinforcement and the numbers of ships in the fleet being added to. It almost seems like if the reinforcement going MIA-like to reach the fleet they're reinforcing, if they do that for over a set amount of time, the fleet seems to 'forget' it's been reinforced and the fleet manager will let you reinforce again - even though there's ships MIA on their way to increase the ship's count to full.

Well, I finally had a chance to sit down since my comments on the Reddit thread, but the bug's been happening more or less in slightly varying forms since the fleet manager was introduced, and seems to happen more whenever ships finish being made while the fleet they're assigned to is inbetween systems and somewhere that they would be "missing in action" until they arrive, almost like the game just can't calculate the "jump" time correctly, and just... drops them out.
 
Someone pointed out to me that quitting the game once and then reloading it causes these problems. That makes a bit of sense cause you almost never see this bug in the early game when you haven't quit the game yet. But that might just be that you haven't reached command limit yet and might just have one fleet.
