What expansions do you have installed?
Synthetic Dawn, Utopia, Leviathans Story Pack, Apocalypse, Megacorp, Distant Stars, Ancient Relics, Federations, Nemesis

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
Criminal jobs are not being filled correctly when other jobs are prioritized in a certain way. The patch notes for Lem claimed that this was fixed, but the problem remains.

Steps to reproduce the issue.
1. Have criminal jobs.
2. Have a large amount of other jobs.
3. Prioritized other jobs.
