I enlightened a primitive civilization (atomic age Sol with Humans) and they happened to get the civics Catalytic Processing and Pleasure Seekers. When checking in on them I noticed that they aren't as happy as they should be with their decadent lifestyle, and soon I realized it was because they were experiencing a food shortage. I sent them an aid package of food, minerals and energy (500 of each), but after some time they were back in the same situation. It seems that they are not properly prioritizing the production of food, I'm guessing they are not accounting for the Catalytic Processing.
