Please explain your issue is in as much detail as possible.
To be honest, this report's title is a little speculated, because I just only experienced and tested the bug with 1) a newly tributary empire, and 2) research pact.

Fact: you can't subscribe some diplomatic pacts with some dependent empires. The tooltip in this case says that "Recipient must be independent".
Also, if another tooltip says that vassal empires have limited diplomatic options, I don't know if this applies to pacts, and if this applies to tributary empires (their tooltip doesn't precise that they have limited diplomatic options).

Bug? You can't unsubscribe pacts either, and same explanation is provided! Isn't it a bug?
Or should have this pact been automatically canceled when the recipient became a dependence?

In the screenshot, when I want to cancel a research agreement that I made in the past with an independent empire, now that it's became a tributary (see the icon) to the most advanced empire in the galaxy, I can't because it's not "independent".

I didn't test with other diplomatic pacts that are not automatically canceled when an empire becomes a dependence.

Steps to reproduce the issue.
- engage in pacts with another empire (at least research pact);
- have this empire become a dependency of another empire (at least a tributary);
- try on revoke the old pacts.
