[3.14.1] [a394] Cannot design Space Fauna ships for Federation/GDF fleets

Please explain your issue is in as much detail as possible.
The ship-designers of the Federation and GDF fleets do not allow the creation of space fauna designs despite the necessary criteria being met (SEE ATTACHED SCREENSHOT). Creating and building normal space fauna works, however for the Federation/GDF fleets there is no option to actually create a ship design, which is necessary to build space fauna ships.
The first screenshot shows the Space Fauna tab of the normal designer, the second of the GDF designer (identical for Federation designer)
Steps to reproduce the issue.
1. Gain the ability to build space fauna ships (Artificial Breeding technology)
2. Aquire Genetic material of any kind of space fauna, to be able to build space fauna ships
3. Enter the Space Fauna tab of the normal ship designer to ensure that you are able to create designs
3.1--> Click New Design - "Select the type of ship you want to design" - The space fauna whose genetic materials you have show up
4. Become Federation president or pass the resolution "Galactic Defense Force" as Custodian to gain access to their respective fleets
5. Enter the Space Fauna tab of the Federation/GDF ship designer
5.1--> Click New Design - "Select the type of ship you want to design" - No options show up
