Please explain your issue is in as much detail as possible.
Passing a certain resolution nullifies the effect of the precedent one, removing penalties for being in breach of the galactic law. Example: if I am in breach of Independent Tribunals and I pass Last Resort Doctrine, I am no more in breach of Independent Tribunals even if I have indiscriminate Bombardment Policy.

As a side note, this bug is around since 3.0 and it has been reported several times by myself and others. I really think it's time to fix it.

Steps to reproduce the issue.
Run the save attached below. In that moment, Independent Tribunals is active and I have Indiscriminate Bombardment Policy but I'm not in breach of the galactic law.

Does this include the fact that when the galactic community votes to denounce a fallen empire the whole community gets the "in breach of galactic law" penalty?
