[3.8.1] & [cdec] Ascension traits not added to ruler when starting as Dictatorial or Imperial government

Do you have mods enabled?

Please explain your issue is in as much detail as possible.
If you start as Dictatorial or Imperial, your starting ruler can't get ascension traits(psychic, cyborg...).
It's fine if you start as Democratic, Oligarchic, or Corporate. Ascension traits are added to the starting ruler as well.

Steps to reproduce the issue.
Start a game as Dictatorial or Imperial. Use console command to get tech and resources. Ascend.
