[4.0.9] [a854] Bioshipset Custodian can't make GDF (or Federation) Juggernaut

Please explain your issue is in as much detail as possible.
Just as said in the title. Bioshipset empire, got elected custodian (with thunderous applause) and I can't make Juggernauts. The option is just not there in the ship designer for the GDF.
Also the same is true for a federation.
Giving you a save of my game pretty much finished and I have all techs. I can't design either GDF or Federation Juggernauts.
Steps to reproduce the issue.
Become Custodian as a bioshipset empire. Create the GDF. Go to the ship designer and notice you can't make a juggernaut.
