Please explain your issue is in as much detail as possible.
Adding any mods (even empty ones) reduces the overall performance of the game

Steps to reproduce the issue.
1) run the launcher;
2) start the game without mods in the launcher settings;
3) select United Nations of Earth;
4) in the game settings, click "Reset to Default" and run the game;
5) after launch, open planet view of the Earth planet and check the fps;
6) close the game;
7) run the launcher;
8) select "Mod library", then "Upload Mod";
9) in the window that opens, select "Create a Mod"
10) create a modification with the parameters indicated in the screenshot below (the name of the modification does not matter);
11) repeat step 10 at least 100 times (200+ is better);
12) you should get about 100 completely empty modifications;
13) go to the "Playsets" tab and add all the empty modifications you created, make sure they are all enabled;
14) launch the game with all empty modifications enabled;
15) select United Nations of Earth (like in step 3);
16) in the game settings, click "Reset to Default" and run the game (like in step 4);
17) after launch, open planet view of the Earth planet and check the fps;
18) compare the fps you got when performing step 4.


In my case, the fps dropped from 120 to 30. Also, in addition to the fps drop, there is a significant deterioration in the game's response. Opening tabs takes more time and occurs with a lag. Loading the game also takes longer.

For screenshots, I used the imgbb.com platform for a more convenient description, but just in case, I also attach screenshots as separate files to the post.

Save files in the attachment (though I do not quite understand whether they are necessary).

All empty mods are also attached (archive "emptymods.rar").

Small note: on my configuration (i5 12400f, RTX 3050, 16 gb 3200 CL16 RAM, SSD Samsung 860 evo, Windows 10 latest updates) the problem starts with about 20-30 modifications.
Perhaps on more powerful computers you will need to create more than 200 empty mods.

Update: after yesterday's update of the beta branch of version 4.0.17, the fps drop was partially compensated (it was 30, now it is 68. Presumably due to the "Reduced amount of times planet view tries to update pop group clothing" bugfix), but the fps is still significantly lower than normal. Loading speed, game speed and interface responsiveness are still very low. The problem is relevant for 4.0.17.
