Please explain your issue is in as much detail as possible.
Whenever you start a game with, I assume any leader level 4, but for the bug report's sake its just the admiral here. that leader doesnt get a designation and when they level up they're unable to get new traits as they dont have a designation
This doesnt apply to hired leaders.
Steps to reproduce the issue.
- Start with distinguished admiralty + vaults of knowledge
- Level up your admiral
- Get disappointed
