After psionically ascending, none of my primary species' leaders are psionic (Phoenix 4.0.210 [bb43]

Please explain your issue is in as much detail as possible.
Already completed the psionic tradition. Got the Divine Sovereign event and my first councilor's position was the Divine Conduit. When I wanted to select a leader for the position, only the Shroudwalker Teacher was available!? Looking around I see that my main species are all psionic but my leaders are not!? Yay bugs...

Steps to reproduce the issue.
Ascend psionically and watch your leaders not become psionic.

Researching reddit, it seems to happen when you genetically modify your species before ascending. Which changes the species id and whatever whatnot that by the time you ascend, the species pop are psionic but leaders from a different species id (event tho they be the main species) don't ascend along with it. Using command console, was able to apply psionic trait the pre-ascended main species and upon refreshing the leader pool, all my new leaders are now psionic. Seems to fix the rest of my leaders is to apply psionic trait one by one? ugh...

Which btw, is a bug dating back to 3.8, if not earlier...
