Please explain your issue is in as much detail as possible.
I formed a federation with my neighbor. He has 14 colonies, yet he only has a single research lab. Pretty sure the AI isn't supposed to get stuck like this, especially since the 3.0.3 patch notes includes modifications to how the AI manages economy

Steps to reproduce the issue.
1. Play the game.
2. Observe the planets managed by the AI

From what I've seen in the economic plans, it may be because Paradox changed the early economic plan to have 0 research priority in the 3.0.3 update for some reason. The lategame plans have 50 in each research type, compared to live which has 1500. I don't know what that is supposed to accomplish for the ai, except making it lose due to being behind in tech. Maybe there's some other ai logic behind research labs now.
 
Until PDX fixes the AI, I recommend installing the Starnet AI mod. It makes the AI actually competitive now, aggressively expanding their alloy/tech while declaring war whenever they sense your weakness. They also ascend into synths/psychics as well, further bolstering their output.

You'll still outtech and outeco the AI if you play optimally, but it is no longer as braindead as it is the vanilla game.
 
Skalias ai mods are also a good alternative to starnet and even ariphaos bugfix mod provides a better ai due to the use of code from starnet and glavius.

The vanilla ai is currently unplayable. 3.0.3 was basically an ai test and released out of beta too soon (they did not want the beta to go on forever and deemed the changes better than those in 3.0.2) with months to come until the ai work will be finalized in the lem update at the end of summer. It all basically went like "better if no ai crashes its eco early game in ensign at the prize of tech, than a lot ai crashing their eco in ensign, while doing fine with the buffs provided by higher difficulties". The goal is an ai, which does not have to rely on difficulty buffs and the midway suffering (without mods) is the prize the community has to pay.
