Please explain your issue is in as much detail as possible.
There seems to be a a bug that applies to the new gender system and how it interacts with Aquatic portraits.

Whenever I pick the "default" gender option (allowing in theory both male and female options for portraits), leaders in-game only show up with female portraits, while still being labelled as either male and female like normal.

Essentially, every leader from the pool has female portraits regardless of gender. This doesn't seem to affect other species types, only Aquatics.

Normal pops on planets seem unaffected, only leaders (except your chosen empire ruler that you picked). Thanks!

Steps to reproduce the issue.
1. Create an empire using an Aquatic portrait

2. Check the "default" option in regards gender selection, allowing male and female genders

3. Use the leader pool once entering the game
