Cant build stations in system with AI built orbitals even when orbitals deleted.

Please explain your issue is in as much detail as possible.
When i take systems form AI factions that are building orbital habitats, i delete the orbitals so i can build mining and research stations instead. Even though the orbitals are gone, it its not letting me build stations.
Steps to reproduce the issue.
Take a system from an AI faction that builds orbitals. then try to build mining stations after removing orbitals.
