Cant Launch from Steam, Possible Launcher bug

Please explain your issue is in as much detail as possible.
Havnt played quite a few months. There have been a few releases while I have been away.
When I press the Play button it cycles through the normal process, Launching - Synchronising with cloud - Cloud Status up to date.
Game turns green on the stream library Tab, as running and the Play button changes to Stop.
The game Launcher does not open, and the game then goes back to being Grey on the Tab and the Play button reappears.
Having now reviewed the Launcher, it may appear that the launcher is out of date, however I cannot uninstall, reinstall or modify the file or launcher. I have tried all 3 methods, I have deleted folders and reinstalled the game, nothing works and the game will not launch.
I have removed files from the C/Programs and Steam app data and done a fresh install but the problem with the launcher still continues.
EDIT
I decided to test Crusader kings 3 since they share the same launcher.
My game gets an instant Paradox Launcher V2 error message, so it appears to be the the launcher which is outdated and unable to be found on my computer as per the earlier 3 screenshots.
