Can't replace Alloy Foundries with Civilian Industries [3.0.1][f05d]

Please explain your issue is in as much detail as possible.
If you build an Alloy Foundry on a planet, you can't use the replace building function to replace it with a Civilian Industries (and presumably vice-versa), because they're mutually incompatible on non-ecumenopoleis.
Steps to reproduce the issue.
1) Build an Alloy Foundry.
2) Select the foundry.
3) Click "Replace".
4) Scroll to Civilian Industries.
