Please explain your issue is in as much detail as possible.
No capitol building provides defense armies even though the tooltip says they should. Prior to 4.0, capitol buildings provided defense armies even without working jobs. As far as I am aware, this has not changed. The 2 defense armies you see in the screenshot below are provided from working the Hunter-Seeker Drone jobs provided by the capitol building; however, the 4 additional defense armies the building itself should provide are missing. This bug extends to all types of capitol buildings and their upgraded version. This has also had the additional effect that most AI colonies have no defense armies at all, since they tend to not work enforcer type jobs unless they are needed. This bug significantly reduces planetary defenses for all empires.

Update: The Interspecies Pheremone Compatability tradition, located in the Domination Tree for Wilderness Empires, does not grant the +2 Defense Armies per Communal Biome district as stated. I suspect that the +X Defense Army modifier itself has been incorrected coded across the board.
