Please explain your issue is in as much detail as possible.
In the empire creation menu, one cannot set the ruler and heir titles independently for males and females. Changing the ruler's sex does not change their title in the manner the game menu indicates it should. This applies to both auto-generated titles based on ethics/civics/authority selection and custom titles the player inputs.

Steps to reproduce the issue.
1. Select "New Game" from the main menu.
2. Select "Create New" on the empire selection screen.
3. Navigate to the "Government & Ethics" tab on the left menu. Select any authority, ethics, and civics. For the purposes of this example, I have selected Imperial authority with Fanatic Authoritarian / Militarist ethics and the Feudal Society and Aristocratic Elite civics, making my government a Feudal Empire. Click "Next".
4. Navigate to the "Ruler" tab on the left menu. The ruler's sex is set to Female by default. The auto-generated text for Ruler Title (Female) is "Empress" and the auto-generated text for Heir Title (Female) is "Crown Princess".
5. Toggle the ruler's sex to Male. The text for Ruler Title (Male) remains "Empress" and the text for Heir Title (Male) remains "Crown Princess".
6. Manually change the text for Ruler Title (Male) to "Emperor" (or anything else of your choosing) and Heir Title (Male) to "Crown Prince" (or, again, anything else of your choosing).
7. Toggle the ruler's sex back to Female. The text for Ruler Title (Female) remains the same as whatever you previously set Ruler Title (Male) to, in my case "Emperor". The text for Heir Title (Female) also remains the same as whatever you previously set Heir Title (Male) to, in my case "Crown Prince".
8. When making any further changes to either text field, while toggled to either sex, those changes persist when toggling to the other sex, in the same manner observed above, making it impossible to set different titles for your ruler based on sex as intended.

This set of step-by-step instructions is written so as to reproduce the bug in the shortest number of steps possible, but the bug persists when other empty fields (such as species name, homeworld name, and empire name) have been filled in as well.
