"Champions of the Empire" is not working correctly

Please explain your issue is in as much detail as possible.
The Feature "Champions of the Empire" which gives +1 To Leader Starting Traits, isn't working correctly.
For Scientists, it is completely off and for Commanders and Officials is seems 50:50.
It also only works on new leaders, after the Tradition was chosen. It should be retroactive.

The bugged interaction happens consistently with recruitable level 2 leaders, like those you get from the Science Division tradition, so you're more likely to experience it on scientists. Leaders of all other starting levels don't seem to be affected.
To be more precise, these level 2 leaders get the extra trait, but loses their level up option, resulting in overall -1 traits.

Repro: Pick Champions of the People, pick Science Division, fast forward 5 years for leader refresh or generate a fresh set of leaders with the console (same result).

Yeah. Still...it's a Bug. Needs to be fixed. A Gamer shouldn't have to "work around" a problem.
