Synthetic Dawn, Utopia, Leviathans Story Pack, Apocalypse, Megacorp, Distant Stars, Federations

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
When you have both Clone Vats unlocked, you may wish to build them without scrolling through the list of all buildings. However when you click the "pop assembly buildings" category nothing happens and when you hover it it says "Our empire does not know how to construct any Buildings in this category"

Steps to reproduce the issue.
Try and select the pop assembly buildings category when constructing a building.
