Description
"Damn the Consequences" edict requires unity to activate and upkeep it, but doesn't use empire's edicts fund

Please explain your issue is in as much detail as possible.
It is so, because this edict uses "edicts_unscaled" category, not "edicts" like other edicts.

Steps to reproduce the issue.
Start the game as an overtuned empire, activate "Damn the Consequences" edict and check your unity production tooltip.

They can't... I would have also thought the same if I hadn't seen another topic about this a long time back where a dev said it was designed that way.

Might be a relic from when most edicts had cost influence. Edicts didn't have upkeep and simply lasted 10 years at which point you'd have to relaunch it.

We have "Damn the Consequences" edict, that requires unity to maintain, we also have the edicts fund for such edicts, that require unity to maintain. So why doesn't this particular edict use the edicts fund? This is not logical at all and is not explained in any way in the game itself!
