Steps to reproduce the issue.
I was researching gene clinic technology when the 'repair or repurpose gene clinic' event popped up. I was close to finishing the technology so waited, with the popup open, untl the technology completed. I got the 'self sufficiency' popup. Then I clicked repair option on popup, then you get the event for declining healthcare. I then repaired the gene clinic. But now have a permanent declining healthcare modifier for my species. oops!
