Elite jobs broken output after 4.0

Please explain your issue is in as much detail as possible.
Every 100 science director produce 2/2/2 science, not 4/4/4 like it was before 4.0. So science directors now are useless and weaker then regular Researcher. I suppose something went wrong.

Steps to reproduce the issue.
Just pick technocracy

Since there aren't any 'Researchers' as such anymore I'm not sure I agree with that specific argument. :p

A Physicist/Biologist/Engineer produce 6 base science of its type and nothing else, while a Science Director produces an equal amount of science (2/2/2) as well as 4 Unity and 3 Amenities.

They're still clearly better, at base, IMHO.

I'd argue that there's still a problem, or a number of problems, as elite jobs rarely - if ever - benefit from traits, job efficiency, buildings or other buffs that the specialist jobs do.

Intelligent and Erudite boost Researcher job efficiency - but Science Directors aren't Researchers. A Materials Workshop, or equivalent building, buff Engineer output - but Science Directors aren't Engineers, and so on...

This leads to a situation where the base stats may be reasonable but the elite jobs are very quickly outmatched by the specialists - who do get all the buffs.
