Ending a war with vassalization status quo results in reversed results for losing empire

Please explain your issue is in as much detail as possible.
My empire (Star Realm of Korinth, west) declared war on a neighboring empire (Ganvius Polity, east) with the "vassalize" CB. The war ended with "status quo," where I had control of all star bases and planets of the AI, except for some non-planet systems.

The expected result of this war ending would be for all of the systems that I control at the time of peace to become a new vassal nation with my empire's ethics. What has occurred is the opposite.

My vassal in these screenshots is what would have been given to the losing empire in previous versions; i.e. I have a vassal composed of the systems that I did not control during the war, with the vassal having their original ethics. The new nation that was formed (Ganvius Pious Imperium, purple/black) was created with my ethics, but is completely independent.

Steps to reproduce the issue.
1) Declare war on neighbor with vassalize CB, 2) do not occupy all systems at time of peace, 3) settle status quo

I've had the same issue with vassal wars, the land that I would occupy would be release as an independent empire with my ethics and ethics and then proceed to vassalize the original empire. ALL un-occupied land will be part of the new vassal.
