Having the exact same issue. See here:

Rebooting the game (exit to desktop -> launching) fixed it. Quitting game to "Home Page" screen did not fix it.

Let's see if it happens again.

I have ALL DLC running (no mods). First time this happens with Stellaris (playing since launch).
