Full Citizenship to other species as Devouring Swarm

Please explain your issue is in as much detail as possible.
Playing as a Devouring Swarm, I found a void dweller Hive. I conquered it and was purging its population, but I checked their citizen rights and found out I could change their living standard from Undesirables to Full Citizenship.

Steps to reproduce the issue.
Play Devouring Swarm
Find Hive
Take over their planet
Set Full Citizenship

I am having a similar issue, where I am playing a teravore necrophage, and pops are automatically changing to full citizenship whenever I conquer a planet with their pops on it. And since I have to wait ten years before I can change it back, this is really hamstringing my run. This has to be a bug, as why would I want to set a species to full citizenship as a devouring swarm, especially as a necrophage?

also having the same issue with the recent patch, really put me off
I had trouble changing them to being purged but perhaps that was just because I didn't wait 10 years and just immediately abandoned the run
