Please explain your issue is in as much detail as possible.
went from custodian to galactic emperor and enacted the Imperial Armada and Imperial Armada Expansion to build galactic defence force ships with a sizeable % discount. it worked on normal starbases, but at the megashipyard i still payed full prize.
not saying thats why i lost to the contingency, but it didnt help

Steps to reproduce the issue.
become emperor, build megashipyard, enact resolutions and grind your teeth.

Looks like ship cost discount does not work on mega-shipyard, any of them.
