Please explain your issue is in as much detail as possible.
Fallen Empire's capital designation is not working as intended. They used to have 'Fallen Empire Capital' designation, giving +10 stability. This is missing, and their capital has an icon with blank definition.

Steps to reproduce the issue.
Start a game with Fallen Empires. Use observe console command.
